Can someone tell me , why i can't dcc chat the bot?

But if i want to read notes , i have to dcc chat , and is says "in order to read notes /dcc chat HYDRA"

If you can't "/dcc chat HYDRA", it means you are on BNC or you have a firewall installed. Try to dcc directly from IRC client (you use MIRC I suppose). If it does not work for u, try "/ctcp HYDRA chat".
